Shop & Establishment Registration
The first license most businesses actually need.
Shop and Establishment registration — often called the Gumasta license — is issued by your state labour department and establishes your business as a legal commercial entity at a specific address. Banks ask for it to open a current account, and it is a prerequisite for a long list of other registrations.
- Government fee
- ₹500–₹5,000 depending on state and employee count
- Timeline
- 7–15 working days, varying by state

What Shop & Establishment is, and who it applies to
Every state administers its own Shops and Establishments Act, so the rules, fees and timelines differ meaningfully between Gujarat, Maharashtra, Karnataka and the rest. What is consistent is the purpose: the Act regulates working hours, rest intervals, leave entitlements, wage payment and employment conditions for commercial establishments.
In Gujarat, the governing law is the Gujarat Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2019. Establishments employing ten or more workers must obtain registration, while smaller establishments file an intimation instead. Registration is to be applied for within a defined period of commencing business, and the certificate must be displayed at the premises.
The practical driver for most businesses is banking. A current account in the business name generally requires this registration as proof that the entity legitimately operates from the stated address. It is also commonly requested when applying for trade licenses, professional tax registration and various state-level permits.
Coverage is wider than the name suggests. It is not limited to retail shops — offices, consultancies, warehouses, restaurants, clinics, salons and most commercial premises fall within scope.

What it costs
We do not publish a rate card, because the right fee depends on your entity type, turnover and how much of the groundwork is already done. Tell us what your business does and we will quote a fixed figure for your case — before you commit to anything.
We quote a fixed professional fee for your case before any work begins, and it excludes GST. Government fees, where applicable, are shown separately and paid directly to the department. Statutory fees and thresholds change by notification — we confirm the current position for your case before you commit.
What non-compliance costs
- Operating without registration attracts penalties under the applicable state Act
- Fines vary by state and typically escalate for continuing default
- Non-registration can block current account opening and other license applications
Shop & Establishment — frequently asked questions
Is Shop and Establishment registration mandatory?
In most states, yes, for commercial establishments — though the threshold and whether you register or merely file an intimation depends on your employee count and state. In Gujarat, establishments with ten or more workers require registration while smaller ones file an intimation. We confirm what applies to your specific situation.
Is this the same as a Gumasta license?
Yes. Gumasta is the common name for this registration, used particularly in Maharashtra and Gujarat. It is the same certificate under the state Shops and Establishments Act.
Do I need it if I work from home with no employees?
It depends on your state and whether you are treated as a commercial establishment. Many home-based consultants and freelancers do register, primarily because banks ask for it when opening a current account. We will tell you honestly whether you need it before you pay.
How long is the registration valid?
This varies by state. Some issue certificates valid for one to five years requiring renewal, while others — including Gujarat under the 2019 Act — issue registration that continues subject to intimating any change in particulars. We advise you on your state's renewal position.
What if I change my business address?
Any change in the particulars recorded — address, employee numbers, business name or ownership — must be intimated to the department, generally within a set period. We handle amendments.
Shop & Establishment by state
This license is granted by the state, not centrally — an agency operating in two states needs one from each. Each page covers that state's Controlling Authority, fee bands and realistic timeline.
Shop & Establishment by city
Local fees, the specific authority handling your application and city-level timelines.
